Making a non-tonic chord sound like a temporary tonic — usually by borrowing its dominant or leading-tone chord — without ever leaving home. It's local: no cadence in the new key, no duration there, and the home key never lets go. Stay long enough to cadence and settle, and the same gesture becomes modulation.
